Following an investigation on an incident where a 5m-length concrete structure collapsed from the 4th-storey of a HDB block in Tampines, the Building Construction Authority ruled that the Housing Development Board (HDB) is responsible for failing to maintain checks on the building.

“Building owners are responsible for the maintenance of their buildings, including facade elements and any exterior features. They should carry out regular checks and maintenance of the facade of their building including all such exterior features.”

The incident happened in Block 201E Tampines Street 21, under PAP Tampines GRC. In October, a cladding board fell off Block 51 Circuit Road, under PAP Marine Parade GRC. Then in November, a plaster slab fell from Block 449 Hougang Avenue 10, under PAP Ang Mo Kio GRC. Although local town councils are in-charge of all building-related repairs, the respective PAP town councils were however not named to be responsible for the accidents and the blame was pushed to the HDB.

It is understood that HDB took the blame because Ang Mo Kio GRC is the ward of Prime Minister Lee Hsien Loong.

Although nobody was hurt in the 3 accidents, all took place during broad daylight when there is a lot of human traffic, especially at Block 201E Tampines Street 21 where a coffee shop was located just below the block.
