12,000 BTO flats from two batches will be released for bidding in November at six areas over Singapore. The September batch for BTO release has been pushed forward to November as the government wanted to wait for three new housing policies, namely 2-Room Flexi, increase in income ceiling and Special CPF Housing Grant, to be introduced at the same time.

Couples who are interested must have at least 1 Singaporean citizen. For those whose spouse is a foreigner but not a Permanent Resident, the qualification requirement will be the same as single Singaporeans (at least 35 years old, first-time buyer, household income not more than S$5,000 and can only purchase 2-room flats).
