PAP Town Council for Punggol East in 2013 turned a deficit of S$282,000 into a surplus of S$21,000 by applying for government funds from Community Improvement Projects Committee (CIPC). However, the Opposition Aljunied Hougang and Punggol East Town Council (AHPETC) did not receive a single cent from 2012.
According to Parliamentary exchanges between MP Pritam Singh and PAP Minister for National Development Maliki Osman in March 2015, S$12 million was allocated to the PAP-held Aljunied Town Council between 2009 to 2011 but not a single cent was given from 2012 onwards.
Today PAP candidate for Pasir Ris-Punggol GRC Maliki Osman claimed that the Workers’ Party Low Thia Kiang made a false allegation because the Punggol East SMC was waiting for a CIPC grant of S$303,000 from his Ministry of National Development in 2013.
It appears the ruling party PAP government is punishing Opposition-held Town Councils by disallowing to turn deficits into surplus through the use of CIPC funds.
